The UN can only do what the security council allows. Which is usually nothing, as the super powers don't like notions of international law and humans rights getting in the way of doing whatever the hell they want. The last thing, they or most countries want is to normalize the idea of other countries intervening in the affairs of others to protect human rights or freedoms, when it could mean they could be the country getting invaded.

Because these people will trip over themselves to broadcast how good of a person they are, regardless of if the people they're supporting not only want them dead, but practice a religion that is counter to nearly every single one of their beliefs.
