I'm guessing "rule with an iron fist", though the quality of administration, coming from people who are determined to believe the rando attacks on Asians here are all being done by "black face white supremacists", might tend more towards "arbitrary and delusional" than "even-handed justice".

As for the last concern about disastrous results, I doubt they'll ever have much more than a dozen people there, and nobody past October. Jim Jones/Ant Hill Kids/Heaven's Gate level disasters require more money and better climate.
