Specifically for Japan, no, but if it's anything like Western police then this stinks.

First, formal ID proceedings are not as simple as "yeah that's him". They ideally involve family, or at the least known work colleagues confirming the corpse. Not impossible with photography, but then they wouldn't just email your family in a different country, would they take them into a police station in the US to do this? Who knows. However, I doubt the timeline in this case. From finding the body, completing a search of whatever box room he lived in, finding some ID. Getting a translator, getting in touch with the embassy, the embassy getting in touch with US police, identifying the parents and contact info... It's a tall order to do within 24 hours across borders.

You can use DNA or dental records, but these take a lot longer than the 24 hour timeframe provided. So no likely candidates. Forms of ID are useful, but can't be used for primary identification.

In terms of data protection, who knows what the Japs have. I still somehow doubt they would selectively provide the information that this idiot released.
