CPS is completely and utterly useless. They do not protect children -- they damage them. CPS will never take notice of (or find anything wrong with) any kind of abusive behavior, no matter how obvious the abuse or the damage is, when it's actually happening. Doesn't matter how many people report it, how well it's documented, or even if a CPS worker witnesses it directly. CPS will do nothing to protect a child being actively harmed. Refer to Desmond is Amazing for a contemporary example.

CPS will act on obvious, flagrantly bogus reports and complaints and will cheerfully destroy healthy families and ruin children's lives on a whim for fun when no abuse is present, though.

In terms of custody, American family courts are notoriously hostile towards men. It's very likely that if this child's father did take her to court over her well-documented misbehavior, even if she openly admits to all of it in court and the father is financially stable, well-off, has steady employment, has no criminal record and is already successfully caring for other children, the average family court is still likely to make no changes to the custody situation because of some bullshit theory that "children need their mother more than their father." Thank the 2nd-wave feminists for that.

I'm so glad I don't have kids yet.

Atilla is never aware of his surroundings. His story doesn't make much sense either and unless the Asian driver outright admits fault they might just both be screwed. We've seen several accidents nearly happen in clips and Atilla himself smashing into a curb leading to unknown damage to the rental car not to mention the trolly he almost drove into.
