Was working part time at the time, and still didn't meet the threshold of "able to pay" at my local poor people health clinic. Paid two payments of $25 to have it repaired, two years ago, and it's held up just fine. Had I been a true poor with no job, it would have been free.

Now, I live in a city that has these types of services, maybe Greensburg doesn't have any.... oh wait.

You've touched on an interesting point. Lou is careful to keep no visible means of support, and thus he has access to free or nearly-free health care, dental to transition-related. Add to that: he lives in a fairly dense urban area and thus has access to many low-income resources that he claims not to use (pretends not to use?).

Someone forced to work a low-wage job or else face homelessness wouldn't be eligible for income-based government and NGO gibs. Someone in a rural area wouldn't have as many resources within easy walking distance, or have access to public transportation.
