Off topic, but is Neptunia's age even defined? The appearance of the characters in the Hyperdimension Neptunia series, as well as their mannerisms, doesn't necessarily convey their age. Blanc, for instance, is a petite young woman and not a loli (her sisters are, though).
More on topic, it's just a girl in a swimsuit, the render is not even in a sexually suggestive pose. The rape threat is another can of worms, though.

people who are against aged-up characters are probably the biggest retards. It eliminates the whole problem anti-loli spergs see with it, that the drawing says 14 instead of 18 under the character name or some shit. That's a very watered down way of describing it, it's more of a glorified "No obscene material" law but since those kind of laws are vague it's basically done on a case by case basis. Not to mention each state has their own way of taking care of that issue anyway, some ban it and others basically do not give a rats ass.
But whatever makes them feel better about stopping cartoon porn when there's actual people on Twitter grooming barely teens and sharing actual, real child pornography on random hashtags I guess?

What this conveniently leaves out is that the PROTECT act has been deemed unconstitutional in almost every court case that it's been used in and several lawmakers have argued that it violates the First Amendment's right to free expression.
