Possible explanations:

1 - Plain old fashion mental illness.
Obviously Anisa is mentally ill and has issues. Could BPD sufficiently explain her peanut-head transition? I think so, I've seen BPD people online do some crazier stuff. I think you might underestimate how much people like this crave any kind of attention.

2 - Anisa's Husband has a humiliation fetish
Anyone with two eyes and a brain cell can see she is degrading herself and her husband by proxy. Letting your wife act like this for the whole world to see is incredibly disgraceful. I'm not sure how much this stunt will publicize her OF, but I imagine she views that as "disposable income" and since she seems extremely intent on getting as many shiny objects in life as possible, I could see this being a major factor in shaving her head, as retarded as that sounds.

4 - A combination of all of the above
This is the most likely reason; nobody does shit for one reason alone, and all of the above seem to have played out in different parts of her life before. All-in-all it's a sad state of affairs, but I can't feel bad as she has had ample opportunity - both time and money - to turn her life around into something meaningful, and she has squandered it away.
