I believe this is the mechanism federal agencies use to articulate jurisdiction and get a warrant or grand jury indictment.

AFAIK barring any special circumstances, attempted murder in and of itself would be a state-level charge.

Although those charges might be forthcoming the feds probably decided there was enough PC for an arrest under the federal statutes and time may have been a factor. There is always the possibility of additional charges once he is safely behind bars.
