I actually found a couple of incidents in the local police blotter from over a decade ago that I think were probably Kelly. I'll go back and find them then edit this post.
Edit: I cannot prove that these involved Kelly, but he lived at 488 Jackpine Drive and the behavior seems to fit...

A landlord with a knife in his hand threatened to shoot a tenant and told the tenant he wanted her to move, it was reported Tuesday in the 400 block of Jackpine Drive.
Last month, the landlord threatened to drown three children if a "small kids at play" sign was not removed, according to the tenant.
On Tuesday, the tenant awoke to find a tire punctured three times.
An officer suggested she move.

A caller said that when he went out to get his mail, a man jumped out from behind a fence on the caller’s property, it was reported at 1 p.m. Wednesday in the 400 block of Jackpine Drive.
The man said he was visiting friends nearby, but he would not name them.
He then walked off.

A Jackpine Drive resident said he saw a flashlight outside, called to the "annoying neighbor" to go away and was treated to the sound and smell of someone passing gas, it was reported online early Wednesday.
"This really happened," the resident reported.

The asylums (especially in USA) could be very terrible places, but in the city I'm currently located in I see schizos wandering the streets, especially in the barrios a few miles south of the current year Bunker, and I'm convinced that abandoning them to the wolves is a far far worse fate.
I see men with clothes so filthy they're little more than black rags, with long, matted, insect filled hair and beards, wandering around ranting to/at the imaginary people (a spectrum between Canadian terrorists and glow in the dark CIA niggers, I suspect) in their wall of delusions. In an institution they would have people keeping them clean and feeding them and trying their damnedest to get them to take their meds. The asylums needed reform, not abolition.

The United States Postal Service in Grants Pass Oregon has been hijacked and is used to farm information that leads to those Medicare Part D recipients. The Medicare beneficiaries are killed, their prescription medications and Social Security income, however, are perpetuated for a significant period of time. Club Med terrorist have a network of doctors, pharmacists, and a plethora of medical personnel who are able to manipulate medical records in a way that supports the continuation of prescriptions of those deceased Medicare patients. The Social Security Field Office in Medford Oregon has also been hijacked by the French Canadian Terrorists, who have methods in place to support the continuation of Social Security income benefits for persons that have been killed. The Social Security income, of a victim who has been killed or taken prisoner, is laundered and then used to grow the terrorist agenda, and serve the needs of Hollywood entertainers. The paragraph above is true. The social environment in Southern Oregon can be described as “Socio-terrific”. The conditions here are terrifying. There is no public safety or national safety agency left in the State of Oregon that has not been completely violated and overtaken by these French Canadian terrorist armies. Through the use of an easily obtainable anesthetic airborne gas, the terrorist armies are able to quietly take any residence, agency or storefront they desire. They simply fog an area, inside or outside, and everyone within the target area either falls asleep or is otherwise incapacitated from exposure to the colorless, odorless, tasteless gas. The gas is flammable. The spark from a lighter or flame of a candle neutralizes the gas and can ignite the pressurized tank that contains it. Typically, the terrorists holster a gas tank rectally, within the human body. The majority of these portable inconspicuous tanks are available at any plumbing supply house. They are called “Plumbers Test Ball” and come in a variety of sizes and configurations. A “Plumbers Test Ball” in a 2", 3", or 4" diameter with a length of about 16" is a typical size for rectal holstering. The size, shape, pressure, and the flammable nature of the gas within the tank, within the body, will usually kill the terrorist who carries it when it gets ignited. An ignited tank can either “Burst”, or will “launch” the carrier. Terrorists who “burst” or “Launch” do not pose a great risk to anyone nearby, the result is a much smaller explosion than that of a terrorist who, for instance, carries bombs in a backpack. Also, terrorists who carry bombs in backpacks can only take victims once in their lives… these new, modern, rectal-gas-tank carrying terrorists can take victims over and over again, and for that reason alone, terrorist prefer the rectally holstered gas tank over backpack bombs. An important addition to the information provided above is that local law enforcement agencies in Oregon were among the first to be overtaken by the French Canadian terrorists. To be fair to JFK, Joe Kennedy kept Rosemary's fate a secret from his whole family, including his own wife. It wasn't until he died that Eunice got a call about Rosemary from the institution, and her first reaction was along the lines of WHAT THE ACTUAL FUCKING FUCK???? JFK had been dead for a year or two at that time. He likely had no clue about Rosemary, Joe even kept his own flesh and blood offspring in the dark. JFK was strongly into the rugged individualism ethos despite being a Democrat. Jimmy Carter I can see closing the asylums in one of his rainbow fits. Carter was a fucking weakling, and did all sorts of stupid shit like selling the Panama Canal (the ChiComs own it now) and of course the Iran fiasco.

Idk who this was, but my condolescences, and I am only commenting because my grandpa died on a hot day from rotting leg (that he had in sustained state his entire life, because him and my mom are staunch No Doctors people; I told her if she ends with gangrenous anything and refuses to treat, I am calling psych ward on her), too. Once I got police to open the door, it smelled so bad inside, the guy refused to stay.

This guy was fine with doctors, especially when they were refilling his pain medication. The problem was that all the doctors in Oregon had been replaced by evil Canadian terror soldier lookalikes, or else were real doctors being held hostage by the terror army and forced to torture patients, so he was not going to fall for that.

I have not made a post for quite a while so this is just a reminder to those who read my posts. The poison gas is an anesthetic commonly used in surgery, however, it turns out that anesthetic gas is also useful to terrorists who kill Americans. The terrorists are very successful, most are disguised as members of the Seventh Day Adventist Church. They can be found on 9th street in Grants Pass, and on Heidi Lane where they meet and train. There are other locations as well. Fred Meyer is a department store that is popular in Oregon. Fred Meyer in Grants Pass Oregon is a killing field. I urge anti-terrorist personnel to visit and investigate the Fred Meyer. Anesthetic gas is released into the store by terrorists known as “foggers” who zero in on American shoppers. The gas makes victims feel no pain, victims do not scream, or even complain when shot with a small caliber firearm. Victims are quietly escorted away where they are tortured so that personal information can be gathered by the terrorists. These terrorists have a system in place such that one victim will lead to the capture of that victims entire family and their friends. In this way, the terrorists grow exponentially in number by replacing those victims with terrorist members who look reasonably similar to those victims. That is all for now, however, I want any readers of this post to know that I have to fight every day to stay alive. All of my neighbors are terrorists, some are Seventh Day Adventist oriented and others are Jihad oriented. Valero is a Jihad based cell associated with “Li'l Pantry Markets”.
