From what I understand a documentary in the 1960s called Titicut Follies, about abuse at an insane asylum, pretty much single handily cratered insane asylums and somehow we decided these people living on the streets is a better alternative.

Not what happened. Titticut Follies was a black eye for the insane asylum industry but they managed to get the film buried via court order for about two and a half decades. Partly due to the producers exploiting the mental patients with regards to not caring about getting their consent to show them in the film and recording the local asylum talent show and framing it in a way to make the audience mock and laugh at the people in the asylum. It took 25 years and most of the patients in the film being dead to get the court order banning it's viewing rescinded.

The thing that caused the insane asylum industry to all but disappear was Reagan. He shut down the bulk of the insane asylums run by the states by outright removing their funding from the government. This led to the bulk of the country's insane asylums shutting, releasing their patients onto the streets (causing crime to go up) and the few that survived, relying on state funding and other wealthy private donors to stay open, with a lot of the "old ways" being phased out due to an influx of boomer shrinks who pushed the idea that you could cure and reintegrate the loons back into society.

I don't think the refunds are guaranteed, the money's been dispersed to Josh, so he would need them to okay the records of sending it back to the buyers. That could cut into the money with transfer fees, or there could be some weird privacy restriction, so for now he's just waiting to hear back from them.

All throughout Chris's life, every single institution or authority he's come to be involved with has failed to reprimand him harshly enough to jar him from his waking dreams of fantasy or to improve his circumstances. The schools, the therapists, his parents, the legal system... The fact that he "cares" for Barb is testament to how oblivious, incompetent, or uncaring Virginia government really is.

The American Government is designed to support communities and families, not so much the individuals. When all this stuff was put together, the idea that the first guy you point to for responsibility is daddy gov would've been out of consideration. You had church congregations, large extended families, big homes, community systems that did these kinds of functions.

I get where you're coming from, but just saying it's wrong to intervene and leaving him alone would've been seen as "abandoning" him. For a lot of the internet weirdo sphere (not just this site) CWC was this weird, cousin that we all felt guilty about as we got older.

His fame wasn't going away, he'd always have people harassing him anyway, the famrs trying to do right by him and at least be a positive influence on his life isn't deserving of scorn. Josh wasn't crazy to hold out until anything was kind of proven, either. If it were a believable larp and turned out false, it would be tremendously unfair to Chris. As the world's internet heritage wildlife preservation site, Kiwifarms did its job by at least verifying before putting down its star exhibit.
