The Regency doesn't strike me as the kind of place to offer room service and minibars. He'd be lucky to have a working vending machine. In this case the incidental hold is going to be purely for damages, since people apparently smoke in the rooms and trash the place on a semi-regular basis, based on the reviews I've read.
