It probably could have gone somewhere if it was out a few years prior, but likely still would have been replaced by Kartrak.

VA issues 2 plates for passenger vehicles and requires 2 plates to be displayed at all times. Under the registration section it says that the month and year stickers have to be displayed on both plates.

my guess is they stole the front plate. It’s a lot less conspicuous to pull up and park next to the van, get out and walk around the front of your own car, crouch down like you’re working on something on your own car, and then just reach over with a screwdriver and remove the plate.
