Questions Raised About Release Protocols After Registered Sex Offender Arrested Over Weekend - Or, Canadian justice system releases serial sex offender back into public after light sentence as per the norm

Residents of a Mount Pearl neighbourhood say there’s a sense of relief, for now, after a registered sex offender was arrested yesterday.

Witnesses say several police cruisers cornered Matthew Twyne around 12:30 in the afternoon on a Commonwealth Avenue sidewalk.

The 35-year-old—who has almost 100 convictions, some for exposing himself to children—was handcuffed and taken into custody.

He is again accused of breaking the conditions of his probation, causing many to wonder why the courts keep releasing him.

RNC spokesman James Cadigan says every case is different, adding that the release of such offenders is a balancing act involving numerous agencies with public safety always the priority.

He says the police are constantly assessing the status of offenders like Twyne and their activity in the community in conjunction with other groups. He says while Twyne has a right to live in the community, it is weighed in the context of public safety.

Twyne was held in custody pending another appearance in court this morning

He's a newfie which explains that FAS face. On one hand, I'm surprised they didn't keep him locked up longer since it's a more conservative province.
On the other hand, Newfoundland has had a poverty issue for awhile and I can only imagine corona shutdowns have only exasperated the situation. It's probably only going to get worse too.

This is SOP in Canada. Does anyone know what ever happened to Matthew/Madilyn Harks? Molested hundreds of girls under age 8, got released on parole and reoffended, was put back in. Trooned out, moved to a women's prison, sexually assaulted 2 female prisoners, was released on parole, was taken back into custody due to community outcry (in Ontario), Feds covertly moved him to Fraser Valley Institute Women's Prison in B.C. then released him on parole again, this time without notifying the community to avoid public outrage. He promptly escaped parole and seemingly disappeared back East never to be heard from again. I'm sure everything worked out fine because serial sexual predators with hundreds of victims totally just stop offending.

edit: The weird thing is, if they had labeled these criminals "dangerous offenders" they could have imprisoned them basically indefinitely. I'm leery of that law because it seems ripe for misuse but they never seem to use it when appropriate to protect the public from serial sexual predators.
