Also, in spite of his crimes, Kemper was a model prisoner and took full advantage of the various programs offered to prisoners where he was held and managed to use his time in those programs to make friends though he also stated, that his big size and pure cruelty of his crimes, did help keep bullies from messing with him.

Chris meanwhile is legit insane and lacks Kemper's social skills, let alone Kemper's raw brutality that he possessed that made him be considered someone not to fuck with.
