Was actually thinking of this as well. It may also be CwC taking money out to send to Bella as well, as someone else suggested. We don't really know, but if the EPO has to do with the investigation, this actually does directly relate.

It makes perfect sense though, Bella sees Chris as an object for her personal enjoyment and nobody elses. She gets off on his suffering, and her lack of empathy means that if he did ever kill himself she would feel nothing and move on to her next victim. It's also well known that rich kids will steal just for the thrill of it, even if they don't need the money/property. In her case I would also add that she enjoys the suffering it causes as well since Chris is already in the shitter financially and she probably thinks its funny to abuse poor people.
