Yes and no, she's broken laws in a few other areas, but in the relation to Chris and Barb, one could argue she (if she did put the idea to rape Barb in his head) failed to report it. It would fall under "Duty to Rescue" but that's a civil matter and I'm sure Barb or Chris aren't going to take her to court over it. Yeah, I don't understand the whole "well Chris has done dumb things for no reason therefore he'll get off with little to no punishment."
