Not in this case, excluding the legality the moratorium is largely bureaucratic and can thus be passed through EO, stimulus however is cold hard cash: for a President to hand it out, there must first be cash available. Remember Trump's runaround of Pelosi last year with the second wave of stimmie checks? Only possible because there was a chunk of cash available to use.
Any new wave of stimulus requires Congress to first pass it, and right now that's not looking too likely. Technically it can get done via reconciliation (which is why they're pushing the budget so hard), but between Pelosi squabbling with her House members and the Senate Dems having their own issues expect this one to also become another hefty albatross around Biden's neck.
The current situation boys and girls is only the calm before the storm.
