Nothing says “welcome to college, ladies” like being accosted by a funny-looking, greasy, older man, who is slobbering on about how great prostitution is...

I foresee multiple approaches to campus security.

Luckily we know exactly how quickly the dude melts when confronted by men in authority. It dates all the way back to where he confessed to the toilet wall threats the instant he was questioned about it by the cops. That part of the police report was pretty funny, although sad for his adoptive parents.

I'll bet he was asked to leave by security/campus police. He probably accosted a pretty coed and she told him no, and we all know how well he reacts to that.
 

You'd think that a greasy, corpse eyed gourd who went to upstairs stripmall business collage--and took 5 years to get what's usually a 12 week certificate course at my local community college--would get major dysphoria visiting a REAL college campus.

I mean, Jesus, he could run into young 9's and 10's who already have a baccalaureate degree. Shit, he might run into some 9or 10 5 years younger than him with a Masters (or there to earn a second Masters).

Also: Doesn't the greasy spastic need a permit or permission to go around soliciting like that? I know he's not street preaching, but I'd still think that he has to get some kind of permission to harass students during Welcome Week.
 
Great idea Russ, go up to college professors and students and give them a copy of your book: Why I'm Making It Legal for Your 18 Year Old Daughter to Get in Bed with a Stranger for $500. Make sure your hair is extra greasey too. I'm sure it won't backfire on you horrendously this time.

Can't wait to see how this plays out, he'll either be politely asked to leave by campus security, or beaten up by frat boys and angry fathers.

Either way you know he will chimpout on social media about it. Because no one tells Russ no!

Well, Russ already has a harassment conviction on his criminal record. It only makes sense for him to get a trespassing conviction in conjunction with his next stalking/harassment conviction. Maybe he'll even get disturbing the peace and public endangerment as well. We will just have to be patient and wait to see.

Please. Take a shower. A real one. Don't just get wet and call it done. Use plenty of soap. Lather it all over yourself, as much of your body as you can reach. Scrub it all over, then rinse it off with hot water. Use shampoo too. Rub it all in your hair, scrub it in, let it sit for a few minutes, then rinse it out.

If it's a public university, he can be on the campus as long as he's not bothering anyone. If he's just standing there handing out leaflets or whatever to passersby, he's fine. If he's being a nuisance and is asked to leave and he doesn't, then it's trespassing. Since Russ thinks his rights supersede everyone else's, he might refuse to leave, and then we get another criminal justice saga!

Is a public university seriously public property? So I (not being a student or staff) could go and have a picnic on their grounds every day if I wanted to, and couldn’t be booted out unless I actively harassed someone?

That sounds odd.

Also his location puts him barely on UNLV campus (and reeks of taking the bus there). The student union building sits right on Maryland Parkway between Flamingo and Tropicana and is the hub for visitors passing through. Also the area is sketch and it's an urban campus crammed into East Las Vegas so UNLV students are used to full on weirdos mixing with them. Student union is usually somewhat sparsely populated. There are a few classrooms, offices, and auditoriums there too. Dingus likely thought it was the whole campus. He'd meet more students at the nearby Chipotle or In-and-Out.

Plus it has serious commuter campus culture. Freshman are required to purchase on campus housing plans but upperclassmen very rarely live on actual UNLV campus. Friday afternoon should be pretty dead with most either commuted away or working somewhere on the strip.

His PAC is the permit/permission that he needs. There are donation/contribution thresholds that he'd have to report on (anything over $1,000 I think), and there's a cap on how much a PAC can contribute to a political candidate ($5,000), but I can't find any other special restrictions on when, where, or how a PAC can solicit political support other than the usual rule against campaigning near polling places on voting day.

Depends on what exactly he's doing and whether he's bothering people. Public universities can't just kick someone out of a campus common area unless they're violating some rule. They'd need something more than "we don't like your campaign" or "people are offended," he'd have to actually be doing something unacceptably disruptive like following people around or bugging them after they'd already expressed no interest.
