Maybe I'm a bit out of date but Phil has interacted with several people in his chat who didn't tip him. Is this common now?Is he getting so desperate he'll interact with non tipping viewers who don't piss him off (other than derich of course)?

Phil does more than he used to. I think it's part because his chat is dead on Youtube because of the 1-day subscriber thing, and partly because he has less contributors now. He used to get more small tips than he does now where every stream is carried by a handful of whales.

In terms of YouTube streaming is there a partnership program similar to Twitch? I'm not very familiar about how YT works streaming-wise but I know when Phil got his Twitch partnership revoked it was a pretty big deal because no more subs/bits/ads for pigroach.

Does YouTube allow monetization for anyone that decides to stream? With less viewers and a dead chat, I guess it makes sense why Phil's sticking around if that's the case (i.e., not having to deal with a partnership or whatever) His dedicated whales are dwindling though. I hope for more pre-stream meltdowns soon.

pretty sure you just need a certain amount of subs on the channel, like 1k, a super low amount relatively, and then you get superchats, memberships etc all enabled automatically, as far as i know

Youtube still follows a partnership program for monetized content, yes. Because Dave is still in his youtube partnership he can now take advantage of paid memberships and is able to receive tip money as part of his monthly youtube payment when streaming.
