I'm no expert but my common sense is telling me bullets fall a lot slower than they come out of the barrel of a gun. Their terminal velocity is likely fairly less dangerous.

There's a bunch of math involved, but generally speaking if the barrel is more or less pointing straight up, its not too bad. It'll hurt, can split yer skin, but isn't gonna punch through your skull. Lower angles increase the danger, as the bullet retains more horizontal velocity and could be more dangerous.

These tribal idiots ND eachother on the regular anyway, so firing blindly with the gun pointed up is likely safer than if they saved that ammo only to fuck up with it later.

Apparently the DoD ordered the dogs to be left on the streets to fend for themselves. So that's fun: the government thinks your life is as "low priority" as a dog. So there are 51 in cages in the hanger and COUNTLESS OTHERS on the streets.
