Targets of opportunity. It's pretty easy to get a gun and go kill some random Uber driver. Hitting a politician or glowie would take work, planning, and a lot of luck. Terrorists and mass shooters want easy targets that will allow them to do maximum damage and hitting powerful isn't that.
