ADP does the job report numbers for the Dow, while the Labor Department does the numbers for the government. The article mentions the ADP numbers have been off strongly with the Labor reports (the new one is this Friday), which sends warning bells to me the Labor department is obviously cooking the books. They said 934,000 jobs last month, while ADP said 326,000.
The Labor Department also has a habit of revising things to be more realistic a month or two later. Trump's employment gains were often adjust UP after the reports, Obama's were brought down, and Biden's will likely be the same.
