America in 1999 was a country that was much happier, people laughed at Mike Myers saying "yeah, baby!", kids played Pokémon, PlayStation and N64 while squirting Go Gurt into their mouths, teenagers and young adults got drunk and screwed, adults bought shit from Pier 1 Imports, people just lived their lives and tried to find their own happiness.

Another fundamental difference between now versus then that would probably be hard for younger people to understand is how pop culture used to work, back in 1999 old things were simply old and only nerds cared about them, for TV, movies, music etc everything tried to be distinctly different than what came before, but for a long time now pop culture has been predicated on nostalgia, on people's familiarity with something older, there's almost nothing left that is wholly new.

Irony is 1999 is also when one of the first things that helped lead to this modern climate came about, the first Star Wars Prequel, but what's doubly ironic is the Prequels, while cashing in on the Star Wars name, still tried to do something new with the ip, contrast that with Disney's approach with Star Wars.
