There's no way anyone sane thought this would garner any increase of support. It drives anyone apposed to the vaccine even further away, and anyone on the fence inherently to one side, because the government forcing anything is a natural deterrent.

This seems like a no-win move.

See back a bit for my take. In short, this and the last few policies are desperate moves to bring the Cabal back, as the Cabal appears to have had a hard split with the Admin leaving them on their own while the Cabal fights its own war amongst each other.
