Majority Leader Chuck Schumer (D-NY) and Senator Mike Rounds (R-SD) are leading an amendment to the National Defense Authorization Act which would mandate government records related to Unidentified Anomalous Phenomena (UAP) carry the presumption of disclosure. The Unidentified Anomalous Phenomena (UAP) Disclosure Act of 2023 is modeled on the President John F. Kennedy Assassination Records Collection Act of 1992 and will create a UAP Records Collection.

After the UAP Records Collection is created, the legislation will create a UAP Records Review Board, an independent agency, which would consider if a UAP record would qualify for postponement of disclosure. Additionally, the federal government shall have eminent domain over any and all recovered technologies of unknown origin (TUO) and biological evidence of non-human intelligence (NHI) that may be controlled by private persons or entities in the interests of the public good. After the Review Board has made a formal determination concerning public disclosure or postponement, the President will have the sole ability to overturn or concur such determination. At the latest, each UAP record must be publicly disclosed in full and made available in the Collection no later than 25 years after the law is enacted, unless the President certifies that continued postponement is necessary because of a direct harm to national security.

I guess Ross Coulthart must have seen the legislation in advance, because it lists the "sixth observable" he mentioned somewhere:

IN GENERAL.—The term ‘‘unidentified anomalous phenomena’’ means any object operating or judged capable of operating in outer space, the atmosphere, ocean surfaces, or undersea lacking prosaic attribution due to performance characteristics and properties not previously known to be achievable based upon commonly accepted physical principles. Unidentified anomalous phenomena are differentiated fr both attributed and temporarily non-attributed objects by one or more of the following observables:

(i) Instantaneous acceleration absent apparent inertia.
(ii) Hypersonic velocity absent a thermal signature and sonic shockwave.
(iii) Transmedium (such as space-to-ground and air-to-undersea) travel.
(iv) Positive lift contrary to known aerodynamic principles.
(v) Multispectral signature control.
(vi) Physical or invasive biological effects to close observers and the environment

I skimmed the whole thing and there are a million disclaimers that would allow the President to withhold information for up to 25 years or indefinitely. But I think the cat is out of the bag. Whatever Congress sees would probably leak in part, even if the public is never getting the detailed plans to build an antimatter bomb.

It sounds like it went better than I expected. I didn't know if isotopic measurements were going to be "definitive" proof of an interstellar origin, but they seem to think it will be.

I would say the messaging from the White House has changed slightly here.

The formation of communication is now becoming more coherent and consistent within the parameters established in the narrative expressed within the Nimitz/Roosevelt Testimony.

It feels less detached from what the Pilots, Radar Operators, and Servicemen have been saying.

If I were Ryan Graves, Alex Dietrich, or Kevin Day, for example, I reckon I would be satisfied with this answer, at least from the perspective of affirmation.

The fact is that they are now openly admitting that something is actively disrupting training operations, exactly as described by the Testimony. "Seeing" implies this is still happening, right now.

When this is combined with the footage and descriptions given by those who saw that "something", it certainly comes across as affirmative.

If these people are lying they are now beginning to lie across nearly all levels of Government, from the grunts, to the Pilots, to the Radar Operators, to Intelligence, to those tasks with communicating to the public. The largest holdout here seems to be AARO, of all things.

it seems, atleast, as if the government wants us to know they are taking it seriously and are being very methodical about it
what the reporter said was pretty important to be said in that moment too, that they werent laughing and it was being taken seriously
that its a current ongoing development, which should be good for evidence gathering, if theyre saying this then they cant also say they wont have footage or radar evidence of it

Agreed, there's finally some rational methods being used publicly. While I personally like the stories, empirical foundations are important to keep things grounded and avoid the alchemy craze from the days of the Rennaissance.

The one thing that is worrying to me is how everyone involved and in the know seem to be implying there's a deadline. I didn't think much of it until /x/-anons pointed that out, and I believe someone pointed it out here as well. Why is there a deadline? What's coming? What changed in the past few years to make this a race against the clock? UFOs have been running around for millenia if we are to believe the stories, why is this decade so much more different than the previous one?

Publicly available information shows that sensors deployed haven't changed that much from the 90's, the improvements have been in precision, latency and speed. The class of information we collect has been in the same bounds, it's not as if we are mass deploying sensor suites that can detect muons switching states beyond the horizon.

I'm reading Ross Coulthart's book right now, pirated directly from the good ol' Internet Archive, and apparently H.W. withheld the scoop from Jimmy Carter (pg 55):
