I'll clarify further, because I want to make it clear I do understand - Islamic law, which Chantal should be familiar with, seems to be pretty clear about the dignity of animals, and there are organisations in the Middle East that seem to be decently funded (mostly from Saudi Arabia) have tried to help out and promote animal welfare, like with these people that Chantal has managed to apparently start threatening. That's the credit I'm assigning. The reality of course, is most Muslims who actually live in these countries don't really care that much about their welfare. I imagine when you live in a sandy desert and you follow a book of strict yet apparently entirely interpretive rules about how not to piss of God, you start to prioritise. It's again, reality exposing this hopeless 'revert' arc for the pointless performance it is.
