I always thought it was his way of getting past instagram requiring users to be 13+. Its stated pretty explicitly in their TOS that a profile can be "managed" by a parent if the user is underage, at least the last time I checked it.
 
I know you're supposed to be the change you want to see in the world and all that but I really wish someone could track this obvious threat to children down.

It’s been over a year nobody still has a definitive phone book on this creep. I’m pretty pessimistic about this whole thing at this point and guessing that this fucker is gonna keep doing his thing completely unharmed until he croaks

I really wish he was just a fictional horror character. He has an extremely memorably and striking "look" that lends itself disturbingly easy to mass marketing and merchandising. Imagine if Freddy Krueger was real and people just decided to dress up as some Burn victim Chomo.

Sir, this is England.
We protect paedophiles (especially if they're brown), we give paedophiles light sentences and over indulge in "Buh teh poor mental health feelies" of an accused. I would be sure there's more protections in place for him than there are for the children he stalks.
Even the idea of "Vigilantism" in this country is weak, like in some parts you'll find people willing to take the law into their own hands, but most of the country is unwilling to do anything to help each other, not out of cowardice, we just go "Ehhh... not my problem." and move on. We've been conditioned by our police not to intervene in a situation and let it play out, no matter how horrific.
Even if he was phonebooked, I wouldn't be surprised if the cops found out and swooped in to move him elsewhere.
