Not to be that guy, but not quite.
Those guns are (typically) classified as "not a real firearm" and are not subject to regulation.

An antique firearm must (typically) be cartridge firing, and made before the year 1899. The only difference compared to a new or C&R gun is that it does not require an FFL transfer, but it is still legally considered a firearm and is subject to regulations thereof.

Anyways, this is an issue of overlap rather than mutual exclusion. No in-line primer fits with antique AND not a gun. If the primer is inserted directly behind the powder instead of offset, some individual states consider it a firearm but the ATF doesn’t, as long as powder and the projectile go in from the front

Some dumbasses HAVE manufactured muzzleloaders that you drop a cartridge down the bore, and that IS considered a gun, as well as anything retrofitted to accept cartridges. A break barrel rifle is a gun, and this gets really confusing but I think a break barrel muzzle loader can exist under not a gun, as long as when you break it you’re just putting in a primer and not the projectile/powder?

Back when Catholic school was more of a thing the Nun Teachers would be called "Penguins" (I have no fucking clue why) and would hit people with rulers if they got out of line...

It’s not the most convenient, but it’s not hard to make paper cartridges for them out of stump remover. Back in their day, they weren’t loaded with loose powder after all

I think the difference is that muzzleloaders or blackpowder guns are not regulated by the ATF if they were manufactured prior to 1899 (or something) or are manufactured based on original pre-1899-or-whatever designs. Do modern muzzleloaders fall into the "firearm" category because they're "modern"?

No, the clause says “or” not “and”. Being old enough makes it automatic, but that’s voided if you alter it to accept cartridges.

The “built on a firearm frame” language is confusing, because some of the same exemptions that make it not a firearm also make it an antique
