In terms of public stuff, just focus on phonebooking the guy, and seeing how (if) law enforcement can be gotten to arresting or investigating him.
Based on what I tried with Seamus, it'll take a detailed confirmed phonebook, and either somebody directly showing up at the police station to report with physical documentation, or mass well-spoken phone reports.

a 4-5 MB video/GIF is trivial for any decent device nowadays, even a slower device wouldn't have any issue rendering it so this isn't really a con. It would only really be an issue for slow internet connections.
I've seen the prototype of that CAPTCHA and it really is fantastic but there are some ways I would assume allow someone to break it (I won't mention them because I don't know if there are plans for be used) but it would still require a lot of effort.

There's a product which can reliably detect rVPNs, which effectively have no legitimate use and is how the spammer is able to bypass all normal security measures. I've been evaluating it by manually running IPs through it after he spams the site and I am confident it works. It's just expensive and I am really stretched thin.
