Does anyone know the name of paper where it folds, either half or 1/3 is postcards, like 3 on top of each other, perforated to tear out?
If you mean the ones that you write on top and it goes through all 3 layers that's carbon copy sheets in blooklet form.

Or do you mean something like rip cards? Any printing place can get blanks for this and i think you can get blanks for printers as well.

The generic name would be something like "3-up Postcards" It's unclear if you want to print postcards or if you want to print something for people to tear out and return.
 
Local printing shops are usually pretty open to custom orders if you call and explain what you want.
 
It's kind of like. It's huge, like 3 A4 sheets, one and two are normal letters, the third is three rip away postcards.
What you're searching for is called an oversized 6 panel brochure (25.5" x 11"). I've found options where the entire third sheet is perforated, but none where it's three perforations.

Yeah I can't find anything online to purchase the blank paper online, but I'm sure a print shop could at least help you get blanks.
