Quick info: apparently the Judicial and Legislative Committee is the branch of the City Council that discusses settlements and includes the amounts.
The minutes of their last meeting on 5/4/2016 are here:

Their next meeting is 5/26/2026.
Their meetings are streamed in two places.

The physical location of the hearing, presumably open to the public, is Room 301-B of City Hall.
You'll note the page for last meeting includes an agenda pdf. It's possible they put that up first. It listed the settlement issue, so if Tomlinson's name isn't in there, it's probably not at the meeting. Probably worth checking before actually going there.
It's possible they have a threshold amount for whether a settlement is worthy of discussion, so if they don't even have it as an agenda item, he got birdseed, or at least less than $150,000.
