He doesn't actually block people that frequently, if at all. It's supposed to make it more interesting to older people looking for a Hardcore-style permadeath gamemode of Pokemon. By not releasing anything, he's probably going to take on the mentality that he can use "dead" pokemon to get by as long as the ending looks like he actually beat the game legitimately.

Because, you know, he needs to have the glory that comes with convincing people he beat a harder version of a child's game.
