Fellas Farms is now hosted on https://ihostart.com/ in Romania, histortically lenient to illegal content such as CSAM, so you may need to report it to their Germany-based upstream https://neoprotect.net/ which is much more responsive and will nullroute the IP. Skibidi Farms was also hosted there, at least recently.
Its also possible they are getting these servers from iHostArt reseller https://kyun.host/, so it wouldn't hurt to report it there too.

Correct me if I am wrong as this isn't my area of expertise and I'm here more out of necessity than want. But I've looked into the policies of the Hosts and I don't think unless they are overtly flaunting CSAM much will be done. Romania's laws seem incredibly backward and most of their content while abhorrently wrong from any point of view doesn't seem to be 100% illegal which they and the hosts will capitalize on to shut down our attempts.

Its absolutely illegal and enforced by multiple taskforces around the world, if there will be CSAM for a long time, Europol will pay the visit to the DC. Romanian authorities are dogshit, but for something this blatant, they surely will act or be forced to act.
If iHostArt doesn't act, go after upstreams. If there is blatant CSAM hosted, report it to https://www.missingkids.org/ who collaborate with feds around the world to take pedo sites down.
