Saying you're actually going to is specific enough of a threat, sort of like "Some of you guys are alright, don't come to school tomorrow" if said unironically. It really has to do with context. Just saying you want to commit a crime would need more context to be illegal and it's generally not illegal to say, for instance, "I hate that fuck, I wish it was legal to kill him."It is. Technically, saying “grrr me gonna kill a cop” is as well. It’s when you start to specify the threat that those protections start to erode away.
