No, its legitimately unusable. There used to be interesting content and discussions that would inevitably rise to the top. But what is being posted now is beyond useless. Their anti-bot solution also makes it unusable, because if you don't pay Hiroshimoot some shekels you have to wait 999 seconds before posting. I ain't got time for that tbqh. And considering the tidal wave of shit, after 999 seconds have elapsed what I wanted to respond too will probably have already fallen off the board.

Some of the more slow boards like /sci/, /lit/, /his/ and so on are still usable, but they are run by such insufferably litigious jannies that its a no fun allowed zone. All in all its a wasteland of what it was back in 2008 when /b/ was never good.

It's a bit more autistic than that. If you keep your 4chan_pass cookie, AKA your "user ID" that is also used in tandem with your IP on bans, and you pass the 15 minute limit once, it doesn't come back again, one time for the cookie like the first thread post timeout. Then if you post for a few days the captchas ease up on their severity, and once you're seen as an "active user" you get the old captchas and captcha skips.

So it's designed in a way where it deters occasional posters and incognito/Tor posters, does jackshit to deter the schizos because they will go through all of that just to shit everything up, or register a bajilion Protonmail accounts to bypass the captchas, but it "rewards" active posters that don't do any extra anonymity cleaning. In result it cuts off a whole bunch of new and old blood from posting.

I do not think it's malice. The current 4chan management is just that lazy and/or retarded.
 
I think malice is a component, depending on what you're talking about. A lot of their poor decisions are blowing up in their face and they're resentful that their strategy of "sit in IRC and ignore everything" isn't working. /vg/ was made to be shitty on purpose, they intentionally ignored reports about it and allowed schizos to fester there and now it's blown up in their faces when you have these guys spamming racist content and porn which advertisers don't like. They seemed to get off on the idea that they had this intentionally bad board they could ban games they hate to, but they hate that they have to clean it up. They'll leave spam up for hours first, but eventually they have to clean it up.

The reason I think it's 100% malice is because there are a lot of options they could have taken to improve /vg/ like implementing post IDs or having stricter posting requirements like /biz/, but they like that /vg/ sucks, the entire point of being able to ban games you hate to a shitty board is keeping that board shitty. So they would rather have to come in and clean spam every day than make /vg/ not shitty. It's mystifying.

And it's not just like, oh there's a couple of bad generals. I think that might have been true a few years ago, but all the annoying retarded fags seem to be keyed int the fact that /vg/ is unmoderated so they have free reign to do whatever they want and they just need to VPN to avoid scrutiny. So every single general now has multiple schizos that are just there to shit them up because it's the only reminder they have that they exist. Sad!

I find it extremely amusing that DBZ spics are simultaneously some of the most deranged, yet some of the most based of posters. They seem to be some of the only people left that understand what board culture used to be like: shitposting for lulz, not just farming (you)s.

In 2013 a sticky or a blotter message was added to /a/ saying something about Naruto or whatever, and /a/‘s natural response was to spam gore and cp until it was removed.

With /v/, you either have endless direction brain culture war slapfight threads, or the trannyjanny intervenes and replaces them with endless coomer game server circlejerk threads, it’s one or the other.
