On one end of the spectrum you have total anonymity no rules where it just turns in to "kill niggers kill niggers" ad nauseum and no substance, on the other you have personal fiefdoms like neogaf and xwitter where besmirching the great leader or their virtues will get you banned. It's the eternal issue with the internet, trying to strike the balance between user freedom through nuanced moderation and user tools to make/create interesting content worth engaging with, and moderation to keep the unwashed retarded masses and spam bots out while still being welcoming enough for new users to find a home. It's a constant battle; I think the site for "peak posting" has changed rapidly over the years, as new sites pop up and old ones are abandoned. Early Something Awful was excellent, even early Twitter was good before smart phones had fully caught on.
