It's above almost every page, the most you have to do is click on the KF logo before clicking on the Watched button.

that's unnecessary. what would be really nice is an option to watch highlights in threads, and maybe even all the highlights in a forum.

It's already single click on every page that's part of the "Forums" part of the web interface. (as opposed to "Chat", "What's new", and "Members" on the top bar) If that's not enough, bookmark it in your KF browser profile. Generally speaking, adding too many buttons (especially almost-duplicates) can be bad UX.
