I wish it was that simple, people will argue about this endlessly as if consent at 16 is somehow pure evil and 18 is for some reason based und rotpilled, sent by Lord Jesus Himself.
All these numbers are somewhat arbitrary based on the what you mentioned but also the realistic knowledge that young adolescents will likely fuck like rabbits and that's part of the adolescent experience for healthy young people and adults should compassionately make sure that these no-longer-kids are educated and learn about sexuality in a proper way.
i.e. no faggotry and tranny shit, just understand your body and enjoy sex responsibly with somebody close to your age

I think we just needed a number to set the line at, and of course people develop at different rates, but we didn’t want to spend the money to impanel a court of justices of determination of the age of fuckability and have our kids run around naked in front of them.

Reproduction divorced from proper sexual ethics is not good. And in a world with no questions asked abortion on-demand, young people encouraged to engage in fornication will seek it out. If demographics are destiny you're better off encouraging responsibility and family building than immoral sexual activity.
