Not 100% completely, no. They're almost done, but shit like full adult height, pelvis width, and body fat content doesn't completely finish til around mid-20s. That's why that's the age giving birth starts being the safest.
That's general growth continuing, not puberty specifically. A baby growing into a toddler isn't puberty any more than a teen growing into their 20's is. That's my understanding anyway.

I wouldn't really consider a 12 year old as having reproductive capabilities. Children can get pregnant, doesn't mean they can go thru the whole process safely since their bodies are still underdeveloped.
