There wouldn't have been any realistic sci-fi shows like Macross and Votoms (which were made due to Gundam's initial cult success), so the studios would have fully capitalized on the lolicon trend to make money. Nanako SOS was a mainstream adaptation of a loli ecchi manga by Hideo Azuma, the inventor of lolicon. Minky Momo got extra episodes due to its (unintended) lolicon fanbase. They were even going to make a TV anime of a loli HENTAI manga (Gekisatsu Uchuuken), but it was thankfully cancelled due to interfering with the production of the Macross movie.
So it's not that there wouldn't be any good 80's anime, it's that there wouldn't be any good sci-fi anime.
