In the area of Mexico I went to they didn't have hard shell tacos, they had small round thick soft tortilla tacos with a variety of toppings you could put on top. Soft tacos are actually closer to what an authentic taco is like.
I would argue that burritos are soft tacos for lazy people: you roll it up and tuck it into one unit, then eat it from that unit. Soft tacos take constant re-adjusting and pinching up dropped filling from the plate. With a soft taco you can curate every bite.
It's probably not laziness as much as whether or not someone's trying to eat while standing/driving.
