No and yes. there's no international registry of PC owners, just pick one out of a dumpster and keep it air gapped and create whatever file you're making solely on that PC.

Instead what you could do is reprogram or reengineer a singing birthday card, build a bear or any children's toy to contain something like a ZX spectrum data recording file that the recipient can decode on the other end
