It's a meme that was created on 4chan's /tv/ board, which is considered to be one of 4chan's worst blue boards (non-NSFW content.) Some people consider it to be /b/ lite because people will go there to make threads (usually nsfw) suited for boards that aren't /tv/ and are just straight up off-topic.

It got so bad at one point that people were creating containment threads for themselves. That's where the "comfy Simpsons general" was created, a thread to semi-seriously discuss The Simpsons. The threads were pretty successful and were an oasis from the rest of the board. People would occasionally bring up Sneed's Feed and Seed because it's a gag that doesn't make sense, and because it was from one of the later seasons that are considered to be terrible (which kind of pissed people off.)

it came to the point where somebody had to constantly bring up Sneed's Feed and Seed every thread, and it started really pissing the people who frequented the Comfy Simpson's General. Soon edits started popping up of Sneed (usually photoshopped in the background of what is seemingly a legitimate screenshot from the show), and the Comfy Simpsons General basically went to shit. Sneed made its way off of the threads and Sneed threads were constantly being made (this is where the majority of the photo edits started popping up), pissing off much of the board, and jannies attempted to delete all Sneed threads that popped up.

In short: It's a nonsense phrase that's supposed to be spammed to piss people off.
