Lets say someone found an illegal image on some website. For the sake of demonstrating it, this person shows a censored version of the image with black boxes over the explicit content but leaving enough of it to infer it is in fact illegal.
When asked about how did they obtain the image, the person claims they never downloaded it. Is this possible? Is it possible to censor an image without ever downloading it?

Just seeing the image means it's already been downloaded to your temp files.
FYI the cops don't care if you put a little black bar over a child's genitals like they do in your japanese hentai, they will still put you in jail for posessing this image and editing it will be a seperate charge.
No they won't. Cops and prosecutors don't care if you have CP on your device unless they can make a case for it being there for the purposes of sexual gratification. If you're doing journalism or running one of those websites that tries to find missing children or whatever it should be pretty obvious that it isn't your fapfolder, and you're not gonna get jammed up.
 
Just report it to the site, IWF, FBI. I don't see why there'd be any need to reproduce it even censored.

Yeah they're certainly entitled to but most of them know better than to arrest people for taking a picture of their kid playing in the bathtub or browsing lolcow.farm at the wrong time or still connecting to the internet with Windows XP.

If the point is to prove a website is hosting CSAM report it to the IWF, you can give them a disposable e-mail and they will give you updates.

The truth is all image files have history and can be reverted, even if you saved that black box to a new file. There’s too much leeway for the law to push you. The smartest way to handle this is don’t save and edit photos of “evidence” on any device. If you need to take a photo use something to cover up your screen.

Think of it like this, all files are just data, including images. Sure you can manipulate data by adding a block element over the pixel locations, but those pixels are still underneath the block. Compare this to adding a piece of paper and then taking a photo, you’ll never be able to digitally alter that piece of paper blocking the screen.
