In Lincoln City, some inhabitants have extraordinary abilities. Most live below the poverty line, under the close surveillance of a heavily militarized police force. Connor, a construction worker with powers, involves with a criminal gang to help his ailing mother. (Based on the short film “Code 8,” 2016.)

This is the movie based on a sci-fi short film that was released in 2016. It's this one, a bit over 10 minutes long.

It's out now on Prime Video but you can find it in the usual places (yarr). It's actually pretty good, the world-building and atmosphere are decent enough, and the plot continues what was shown in the short film. They played it kinda safe with the "powered ban", showing the discrimination against people with powers, I wish they could have fleshed out that aspect a bit more. But other than that, I enjoyed it.

This finally came out? I liked the original short film and was interested in the feature-length version, though honestly it seemed like it was marketed almost entirely towards fans of some shitty TV show the lead guy acted in and its production felt suspiciously long. I'll make a point of watching it soon.
