I have very little knowledge of Brazilian politics as a complete outsider. I was extremely confused reading the article. Bolsonaro is a right wing populist, yes?

How can right and center-right parties winning 24/26 state capital elections in any way be viewed as right wing Bolsonaro's "declining influence"? What are they trying to claim, and what is the actual story?

The story here is they are attempting to pretend Bolsonaro is gone, when he is not. He is pretty much a kingmaker among the right wing and while he isn't very right wing the fact is that his support carried a shitload of candidates.

The broad strokes of the results is that the right wing won bigly, and they did so while also undermining the old "right wing" party of the PSDB (which was never right wing, similar to RINOs in the USA and who gave up any pretense of being right when they straight up allied themselves with Lula in 2022 giving them his VP candidate.) Bolsonaro's party had one of the biggest jumps in number of cities won while PT lost many and so did PSDB. And this doesn't take into account the Deputy and such positions.

It's all in portuguese but you just need to see the numbers to be able to tell. Claiming Bolsonaro "lost" because his party didn't clean up the entire election shows huge ignorance of how parties actually work in Brazil, how the coalitions are run and what sort of deals are cut. The damage done to the fake center-right more than anything is what came from this election.

Also he won against a smack of "neo-right" grifters that were either scam artists in 2022 or who declined to vote for him but then decided to court his attention and vote by positioning themselves as true bolsonarists, think if AF and Fuentes was big enough to challenge Trump's endorsed candidates on several large cities, including NY in a pathetic attempt to steal his throne and replace him with a milder version of his movement.

Marçal is pretty much a Brazilian lolcow. And your AF metaphor works even better given he even copied the CatBoy catamite play of "since I couldn't do it I will side with the establishment now" where he literally tried to get Boulos to win SP once he lost his shot at the mayor position.
