Its a Nothern, likely Jersey, LIkely Rutgers, building. Red brick, white keystones. The bottom floor has a unique window trim compared to the other two. Institutional picnic tables etc.

It most resembles building surrounding Damarest Hall of Rutgers University in New Brusnwick NJ,

Such as Pell Hall. You see the windows match, the brickwork and pattern match, so does the chimney at the top and the eaves and fascia of the roof.

Due to the location of the trees I believe it more to be Wessels Hall

The distance between the wings of the dorm isn't that far, about 100 feet between each wing. If he's in the middle, yeah that wall could be ~40-50' away. Can't tell which side he'd be facing. The cobblestone under the pony's head looks like it'd be a round dias thing they're standing on.

I did a little bit of poking and found this image from a rutgers xitter account but unfortunately the post is gone and I couldn't access a cached page. It does confirm the name of the horse as Ravi and features a curious person in the bottom right. I wonder who that might be.
