This was the order it was in on my mail in ballot, but it wasnt in CA. Not like Trump is going to take CA anyway.

Yes, this is probably real, no it's not illegal, but yes it's scummy. Dems probably went out of their way to ensure the other candidates stayed on the ballot so Trump's name would get kicked to the next page.
