Also, ISPs tend to favor Speedtest.net and give them priority. I'd always try Fast.com, the speed test site Netflix made to check if your ISP is throttling Netflix, or something similar first.

Bonus for having an ISP that doesn't throttle upload speeds, many ISP's top out at 10 Mbps for upload on residential accounts.

I get around 20-25 Mbps download and like 3 Mbps tops for upload. It hasn't changed at all since 2010.

mine is garbage atm, something like 45Mbps downstream and 11 upstream with ~20ms ping (the crappy router IS bottlenecking it a bit, roommate confirmed that router before this one was at least giving 60Mbps downstream which is still garbage)

to some extent it's the ISP being a shitter, but I've confirmed with multiple sources that the wiring in this building is also fairly shit - no word yet on whether the property owner is willing to run newer wiring, or to allow the fiber ISP to run new lines through the building or anything but I know for a fact that my ISP has decreased my speeds over time while steadily increasing monthly cost (and that's not even getting into all the other shit they've tried to pull)

100mbps symmetrical fiber for $60/mo. So nice. I could get gigabit but honestly I don't know what I'd use it for. The downstream is usually a bit faster but it is the middle of the day right now and there's lots of people working from home here (like I'm supposed to be doing right now...)
