Pessimistically: It's a leak, so it could be a situation where the characters have been mostly developed, but cut from the launch to be made later DLC.

Lythero is going to be both furious and excited, was expected but I noticed two things.
-At least a few main GT characters
-Daima characters (probably Goku and Vegeta)

Never seen a Bio-Broly fan before, and I'm pretty sure they're still trying to bury that movie outside of DBH.

I actually thought the movie wasn't bad as long as you ignore the "Broly" part. If it had just been "Saiyakids Vs The Slime Monster" I think it'd have been remembered much more fondly. I mean, how often do you get to see the B-team take the starring role?

The Bio-Broly hate is overdone. He's possibly the worst villain in all of Z, but he's still interesting enough conceptually. I think people just hate him because he's legit gross to look at lol.

Dragon Ball Z: Dokkan Battle recently acknowledged him, and might feature something related to his movie.

A random slime monster wouldn't be interesting though. I think if he just wasn't so poorly designed it'd have went over better, making him a berserk mutant isn't a bad idea in itself.

Just the popular characters, the less popular ones are lucky to get one shitty card, and the most obscure often get nothing at all. They're missing tons of nobodies from DBS, some minor henchmen from DBZ, but also a few fairly significant characters like Ledgic (the first real opponent Goku 1v1s in GT, who forced him to go SSj).

Tbh I kinda don't get drip feeding the roster or trying to keep anything a surprise in the first place in current year. Shits gonna get leaked or someone is gonna 100%/open the files during early access and post it all for everyone to see anyway, so might as well show everyone off from the start.

Especially since the bigger surprises would be who isn't in the game for the most part.

Unless it's like, fucking Launch, I can't imagine too many reveals that'd really get people shocked. Basically every Dragon Ball character in existence has been playable at some point or another.
